Sidi El Houari (1350-1439) is the patron saint of Oran. French Wikipedia says he takes his name from the Berber tribe of the Houara, 'El Houari' meaning 'of the Houara'. Houari Boumédiène adopted Houari as part of his nom de guerre in 1955.
