Good meaning, nothing against it in the sources
Wikipedia glosses it as 'ruler' or 'King of Kings' (the same word as Khagan, khan of khans). A hadith in Bukhari (6205) calls the man named 'king of kings' the bearer of the most awful name before Allah, and our naming rules list Shahanshah as forbidden for that reason. Everyday Turkish use is simply 'ruler / khan', so it is kept permissible but disputed. Low confidence: a scholar's call.
